If I attach it, does it reduce all damage done to me down to only 10, or does it only allow me to use my attack for less damage than is stated on the card? If it is attached, you can lower the amount of damage your active Pokemon (the one with the Charity card) as much as you want. So you could have your Chansey Double Edge and effect a Mr. Mime (by reducing the attack amount to 20)." Master_Trainer_Pat presents the speaker with question #315 from Omaru_Sugimori: on question 288, you said that you can use super potion on a pokemon that has no energy on it, by merely discarding an energy. Super Potion reads (not exactly, I'm doing this from memory) discard one energy card attached to one of your pokemon in order to remove up to 4 dammage counters from THAT pokemon. So, you can't use it unless energy is present on the Pokemon, correct? Master_Trainer_Pat says, "No, he said no damage on it, you would still have to discard the energy."
