Say I have Sacred Charm attached to my Active Pokemon while Team Rocket's Watchtower is in play. If my opponent attacks with a colorless Pokemon that has an Ability printed on the card, does my Active Pokemon still take 30 less damage?: No, Team Rocket's Watchtower says colorless Pokemon "have no Abilities", so as long as the Stadium is in play the 30 damage will not be prevented.

Can I play an Arven's Greedent from my hand if my opponent has a Team Rocket's Arbok with the "Potent Glare" Ability as their Active Pokemon, if the Team Rocket's Watchtower stadium is also in play?: No, you cannot. Team Rocket's Watchtower only affects {C} Pokemon in play, so Arven's Greedent still has an Ability while in your hand and cannot be played due to Potent Glare.
