I had already evolved Charmader into Charmeleon. Should not I be allowed to use Erika's Clefairy's Luna Power Attack to evolve Charmeleon into Charizard on this same turn?

Even if I find only 3 or 2 or 1 or zero energy in my deck? This is two different steps just like Metapod's Hatch attack does two separate things-searches for Butterfree and removes damage counter. If one does not work in a case like this the other would still work?
